With the maintenance period on the Nord Stream 1 pipeline set to end, Europe is waiting in apprehension to see whether Russia fulfils its contractural obligations and opens up the fuel taps again. But Russian President Vladimir Putin has tactical reasons of his own for wanting to keep Europe on edge.
