U.S. begins critical week in COVID-19 battle, but 8 states still without stay-at-home orders

The death toll in New York, the state hardest hit by the COVID-19 pandemic, was "effectively flat" for the second day in a row, Gov. Andrew Cuomo said in his daily news conference on Monday, but the rest of the U.S. could see a spike in cases this week as the country's death toll neared 10,000.
